The Cha-Cha dance originated in Havana, Cuba for fans of Danzón, the official music of Cuba that is written in 2/4 time.
The original beat of Danzón, or Danzón-Mambo, was syncopated (strong beat on the off beat), and it was found that it was difficult to keep up with that type of rhythm. So in an attempt to make the music more appealing to dancers, the rhythm as re-written to have a strong down beat, and dancers began adding their own triple-step, known as the “cha-cha-cha.”
